The New National Trailable Yacht and Sports Boat Rule
With reference to Darryn Dyer’s comments in the November 08 RL 24 Newsletter, I agree with his view that the class rules have to be changed if the RL 24 class wants to comply with all the guide lines laid down in the new National Trailable Yacht and Sports Boat Rule.

I personally think that Yachting Australia’s new CBH system will go a long way to correct many of the problems being experienced in some States when racing RL 24s in mixed TY fleets. The YA has signalled that they intend to make changes and improvements to the CBH system to create a fairer and more honest form of racing for both TY’s that have class rules and those who don’t. They have widened the scope of the rules to include open ballasted trailer boats like the Status 19 and open sports boats. YA have also stated that for this first year they will use the highest rating recorded in any State CBH system for any National TY class.

In future it will be easier for the unmodified and as built RL 24 owner to obtain handicap assistance by applying for a modified CBH rating from the YA. They would take into consideration the drag from his open outboard trunk, the lack of aerofoil section keel and/or centreboard filler, inefficient rudder and overweight hull etc. On the other hand if he feels the need to take his boat totally outside the class rules by say using a different rig and larger sails, he can do this as long as he applies for and receives a one off CBH boat rating from the YA to cover the changes.

I would go further than Darryn and say the RL 24 class rules will have to be changed in many other areas if the association wants to proceed with the alignment process by complying with Appendix A, B,C, D, E and F of the new rule. For example we would have to change the method we use to weigh our RL 24. The TYSBR method is a much easier and a fairer way and it should be noted that it includes the outboard engine and its support bracket.

I have pasted some parts from the new TYSBR document below:

14.0 HORIZONTAL STABILITY FACTOR (HSF)

14.01 Boats may comply with the Horizontal Stability Factor (HSF) as defined for Trailable Yacht races by the YA Special Regulations Category 6

14.02 Determination of the HSF shall be at the owner’s risk and cost and no liability will be accepted by the club, the State authority, the YA or any of its members, officers or servants.

14.03 All boats not complying with Rule 14.0 HSF shall have a minimum keel / overall boat weight ratio i.e., (weight of keel fin and bulb assembly / weight of boat empty) of : -

• 0.20 : 1 All boats with CBH less than 0.801
• 0.35 : 1 All boats with CBH of .801 and greater
• Or comply with Section 9.02 of this Rule

Fastenings and other components of the keel assembly not permanently fixed to the keel shall be excluded from the keel weight.

15.0 BUOYANCY

15.01 Boats not complying with the HSF at Section 14.01 shall have sufficient buoyancy to support the boat, its crew and stores above the water when fully swamped.


Appendix B Information for owners:

The weight of the boat (mass) shall be measured with the boat in racing trim. It will not include the fuel, anchors, chains, and safety equipment (unless required by the Class Rules), food,
clothing, stores,tool kits, etc. but shall include the motor. Measurement of Mass will be determined during the measurement process by use of the applicable MYA’s weighing equipment

Appendix E Guidelines for Class rules:

5. Keel / CentreplateType (swing/drop/bilge), weight (where located), dimensions and shape (aerofoil/flat plate etc), method of raising and lowering, whether lockdown device is fitted (Refer to YA Special Regulations). If swing keel, whether any devices (i.e., centreplate flaps or blocks) are permitted to fill the slot opening. A diagram should be appended with dimensions.

(Note: where flaps/blocks or similar devices designed to reduce drag are fitted to classes with Swing keels, they will, for measurement purposes, be treated as a drop keel).


13. Auxiliary Power
Type of motor permitted (outboard / inboard), minimum horsepower, if outboard where carried (in well / on transom). Note: Motors must be mounted in the normal operating position whilst racing (refer to YA Special Regulations), except that the motor may be tilted such that the propeller and leg are clear of the water.
